One of the main principles underpinning the NORC Data Enclave is the notion that providing access to sensitive data requires a shared, reciprocal relationship among data producers, data stewards, and researchers - all of whom carry significant responsibilities.
For their part, researchers are required to:
- Adhere to all enclave security procedures
- Abide by all terms and conditions included in the Data Enclave User Agreement
- Access only those datasets to which they are authorized
- Access enclave data for statistical research purposes only, as defined in proposals.
- Datasets may not be used for any other purposes whatsoever, including administrative, regulatory, law enforcement, judicial, or other purposes.
- Refrain from attempting to re-identify respondents, including without limitation: persons, families, households, schools, establishments, economic units or any other entities
- Advise enclave staff of any potential data disclosure within 24 hours of the time when a researcher becomes aware that the identity of any respondent or information may have been identified, inadvertent or otherwise.
- Complete a mandatory training program prior to accessing data in the enclave
Researchers also are encouraged to contribute to knowledge development in one of the following ways, including but not limited to:
- Collaborate with other researchers on an ongoing basis
- Build knowledge infrastructure
- Provide code
- Additional data
- Suggestions on improving dataset quality
- Provide suggestions
- Add to Frequently Asked Questions (FAQs)
- Cite datasets, collaborating researchers, data producers, and the NORC Data Enclave
- Post research results
