Our Staff

Julia Lane, Ph.D., is Principal Investigator of the Data Enclave.  Dr. Lane has extensive experience leading federal projects dealing with complex data access and confidentiality issues, including those surrounding the protection of business data.  She has about 25 years' experience in social science research and combines strong research skills, high-level experience in federal data access policy, outstanding staff and project management skills, a sound understanding of the relationship between information technology and research, and substantive expertise in confidentiality.

 

Chet Bowie, M.S.A., a Senior Vice President and Director of the Economics, Population, and Labor Studies department at NORC is the Corporate Officer of the Data Enclave.  Mr. Bowie is a survey statistician and has over 35 years' experience designing and conducting cross-sectional and longitudinal household, educational institution, and business surveys for the Federal and State governments, foundations, and academic institutions.  He has extensive experience conducting methodological research in areas such as interviewing methods, questionnaire design, and survey automation, and in combining administrative data with survey data for policy-relevant research.

 

Timothy Mulcahy, M.A., a Senior Research Scientist at NORC at the University of Chicago, has 15 years experience developing and implementing complex, data-centric projects involving sensitive data, evidence-based research, and data warehousing.  He currently serves as the NORC Data Enclave Project Director for which he oversees the day-to-day operations of the enclave.  Mulcahy's experience as a senior social science research scientist, project manager, and survey director makes him ideal for his role in developing and implementing this important effort.  Mulcahy earned his graduate degree from the Institute for Policy Studies (IPS) at the Johns Hopkins University; conducted his international economics and foreign policy studies at the Paul Nitze School of Advanced International Studies (SAIS); and earned his Bachelor's Degree from the University of Virginia.

 

Peter Hepburn, M.A., is a Survey Specialist in the Economics, Labor, and Population Studies division of NORC at the University of Chicago. Peter assists with day-to-day operations of the Enclave and the Enclave public web-site, as well as editing the newsletter. His primary work at NORC deals with the evaluation of the 2010 Census marketing campaign. Peter received a B.S. from Georgetown University’s School of Foreign Service and a M.A. in the social sciences from the University of Chicago.

 

Johannes Huessy, B.A., is a Research Assistant at NORC. He assists with Enclave project management and the Enclave’s public website. He is also involved in project work within the Substance Abuse, Mental Health, and Criminal Justice department. He earned his B.A. from St. John’s College and is working toward an M.A. in Government from American University.

 

Steve O’Krepky, B.S., is the Data Enclave Senior IT Project Manager at NORC. Since joining NORC, Steve has served managing IT portal projects for AHRQ, the VA’s Office of Rural Health, and HHS’ Office of Minority Health. Mr. O’Krepky has over 12 years experience managing complex IT systems integrations and applications development including a pilot project for the National Cancer Institute’s cancer Biomedical Informatics Grid (caBIG). Steve received a B.S. from Bloomsburg University in Business Economics and a B.S. from Richard Stockton College in Environmental Science. He is currently working toward his MBA at the Carey Business School at Johns Hopkins University.

 

Diana Salazar, B.S., is the Manager of Data and Systems group at NORC.  Since joining NORC, Diana has served in infrastructure systems and project management interfacing with survey and IT projects in NORC.  In this role, Diana has oversight of a team of system architects, administrators, and data base management personnel, and is responsible for infrastructure resources.  Diana also took the lead role in upgrading infrastructure physical and software which provides the multi-level systems NORC utilizes to meet customer needs. Diana’s work is crucial to the successful ongoing data collection and security certifications of NORC.

 

John Nieszel, B.S., is a Systems Architect at NORC, where he has been involved with numerous infrastructure projects. In his role as Storage Manager, John has worked on initiatives to examine the data life cycle, categorize data types, optimize storage usage, and determine archival strategies.  John has led NORC's virtualization efforts with a three-pronged approach: data virtualization using Microsoft’s DFS, server virtualization using VMware’s flagship Virtual Infrastructure products, and application virtualization using the Citrix suite of products.
