Background
Daniel S. Gaylin is Executive Vice President for Research Programs at NORC. He oversees all of NORC’s research departments including research implementation, business development, partnerships and collaborations, and strategic planning. He also serves as NORC’s Corporate Secretary.
Gaylin has 22 years of experience leading multi-disciplinary teams in health services and health policy research, and is a nationally recognized expert in program evaluation. Throughout his career, Gaylin has conducted projects that combine primary data collection and analysis, analysis of existing data, and qualitative research methods to gather and distill complex information of interest to practitioners and policy makers into recommendations for improving policy, programs, and practice. He has conducted research funded by CMS, HRSA, ASPE, CDC, AHRQ, MedPAC, and several NIH Institutes. He also has directed studies funded by the major US foundations and numerous health care associations. Gaylin has published his work widely in leading health care research journals including the New England Journal of Medicine, JAMA, and Health Affairs.
Prior to NORC, Gaylin served as Senior Advisor for Research and Planning in the Office of Health Policy (OHP), ASPE, Office of the Secretary, HHS. In this role, he managed development and implementation of OHP’s annual research plan providing leadership on defining and prioritizing research topics and resources, selecting appropriate research methods, overseeing development of RFPs, and negotiating awards and directing project officers managing task orders. Among Gaylin’s other responsibilities at OHP was heading initiatives seeking coordination of data strategy and research activities across HHS – working with principle senior staff from all of the agencies – to develop coherent mechanisms for identifying research priorities and avoiding redundancy. He co-chaired the Prescription Drug Task Force that reported directly to the Secretary of HHS and the White House, and was technical lead in designing and awarding the contract for Congressionally mandated evaluation of the Children’s Health Insurance Program. Prior to his work at ASPE, Gaylin was a Vice President at the Lewin Group, where he conducted research and evaluations for public and private clients in the areas of patient outcomes, clinical economics, and health policy. Prior to Lewin, he worked at the Urban Institute, where he was a Research Associate in the Institute’s Health Policy Center.
